Why was I charged an insertion fee. Aren’t we suppose to have 250 listings free from insertion fee’s?

Ahhh, so it was not an Insertion fee but eBay's regular Final Value fees and standard processing fee.

You sold books which is a 14.95% FVF on $ 10.84 = $ 1.62 so that part is correct.

Yes, that is correct. On this page look over on the right, Recent activity. This shows that a fee was charged and should explain what it was for: Seller Hub | Your financial summary | eBay
It is possible it was an Upgrade fee not an insertion fee for one of your 56 items for sale.
