Why they are charging taxes on used goods?

I’m buying used or resale items with a minor price and eBay it’s charging me taxes.  I remember I used to buy stuff and no taxes were charged.  

can someone help with this issue?

Your state now forces ebay and other venues to charge sale tax per their instructions.

I notice that you are registered in Mexico.  You shouldn't be charged US tax UNLESS you are having the item shipped to a US state that requires eBay to collect tax.
