I had a bad experience with a scammer who sold me an item, took payment, never responded to several attempts to contact, and never shipped my item. I filed a claim, got a refund after the seller failed to respond to ebay, I left negative feedback which posted for a couple of weeks and now it's been removed along with 1 or 2 others and his feedback has increased about 4% and he still has items listed. Seems as though this seller somehow managed to get at least two most recent negative feedbacks removed and continues to have stuff listed. You had to scroll past the first 7 or 8 feedbacks to get to a positive one. How did he have them removed when the seller never resolved anything? It also doesn't allow me to write another one or update the previous one which is gone.

As I recall, if you file a case, and ebay ends up refunding you, feedback cannot be left by either buyer or seller.

Many members aren't aware that eBay has instituted a new, but not improved, feedback format. Now, the default sort is Most Relevant, whatever they mean by that. But what it does is mix 'em up like you was going to a party. Your feedback might still be existent on the page, just placed farther down. Try changing the sort to Most Recent and see if that moves your feedback back up closer to the top.
Of course, you could be correct that it was removed. eBay will remove feedback for a plethora of reasons. Some of the reasons are on this page: https://www.ebay.com/help/policies/feedback-policies/feedback-policy?id=4208

eBay refunded me for an INR case, and I left feedback after all was said and done. It's the only neutral feedback I've ever left. By the way, I risked having it removed for that "no mention of eBay activity" thing by saying that I had to get my refund without cooperation of the seller, but I was hoping that stating it that way was circumspect enough not to be considered a violation.

It's removed. I sorted by most recent and also the total number of feedbacks dropped by two. It's also gone from the list of my feedback left for others.
