The buyer pays the shipping cost (along with the selling price) to YOU, then you use that payment to buy the shipping label.

You have to purchase the label because YOU are the one that ships the item with the postage paid label attached. The buyer can't purchase the label.

The buyer's payment for the item plus the shipping charges will be included in your payout from Ebay.

The buyer’s shipping payment will reimburse you for the shipping label … minus the fees you pay eBay … once you receive the funds.
