Why cant i buy shipping labels

When I go to buy a shipping label  it gives me a red flag saying  the payment  cant be takin when everything  in my  account  is up to date.

@grumpy5144   This can happen when you do not have enough $ in your managed payments account to pay for shipping labels.    

Select paypal as the payment method for your shipping labels.  You will have to fund your paypal account with a debit or credit card if you do not have enough $ in your paypal balance to pay for the labels.

I am a seller with no selling limits and have been in Managed Payments since August and had this happen to me recently.  Usually, they let me run a negative balance in my Managed payments account to pay for shipping labels while they wait for the buyer's pending payment to clear.
