Why are multiple used phones allowed to be entered in single multi auction listing?

I am looking to purchase a used phone, however sellers here will list 10 of the same used phone with phone marketing picture only. These sellers do not list a photo of actual phone nor any linkage to the phone like iMei or serial number. I read they offer warranties and I read the negative feedback that seller is unresponsive to handling complaint. Why is this risk allowed. Multiple items in a single listing should not be allowed for used items? Please explain why this is allowed and tell me how the buyer can be protected from receiving a device that is not in any condition per the listing.

all listings have a 'report item' button we can use

Why are multiple used phones allowed to be entered in single multi auction listing?

If it's an auction listing there can be only one item or one lot of multiple specified items where the winner gets the whole lot for the single final price.

 

If you're seeing something else don't bid on it.
