Where does eBay have a section of what items cannot sell as USED?

I have a few used, very good condition, bicycle helmets. When I created the listing there was not an option to select anything except NEW.

Why can't we list used helmets? Is it a health reason?

Where is there a list of items we cannot sell, new or used?

It is a safety issue.  Bicycle helmets are addressed here -

I don’t know that there is any one comprehensive list of items that can not be sold used.
