We automatically charged your PayPal account for this purchase ?

Is this new?  I have bought many things from ebay before, but this is the first time ebay "We automatically charged your PayPal account for this purchase" as soon as I won.  I looked at my account and i dont think I ever approved this?

Ebay has implemented the "Automatic payments" in order to reduce the number of non-paying buyers.

ebay is currently requiring a payment method when an Offer is made, and now when a bid is placed, in order to decrease the number of unpaid transactions. If the Offer is accepted, or the bid ends up the winner, then the auto payment is processed. If you end up the winner, you have 1 hour in which to manually pay for the item changing the method you wish to use.

Sellers can opt OUT of auto pay in their Buyer Requirements. I opted out because I want to encourage my buyers to make multiple purchases for a discount on combined shipping.
