Humm, I've never seen anything like this before. That isn't to say that someone else here may know what this is. You have a customer that has given you or is trying to give you access to her Ebay account? Why in the world would your customer do that?
Careful what you click on as this may not be legit.
Let me phone a friend. @shipscript

Nothing on that link says anything related to ebay.

It appears that you are working with another seller who wants to set up a multi-user account so that you can create listings for them. The letter that you received is the standard invitation to link your account to the seller's account as an employee and have limited access to certain account areas.
However, there appears to be a problem on the ebay site. I just tried setting up a similar multi user account myself, and the invitation leads to a "we looked everywhere" page. My page doesn't look like your error page, but the meaning is the same.
eBay has had quite a few "missing pages" lately, so this looks like one more to add to the list. I'll report it on the "technical issues" forum. In the meantime, you'll need to let your employer know that you can not access their account until eBay resolves the site problem.
