Using my pictures and listing information

Hi,

I have been selling on eBay since I retired, 20 years ago.  Obviously things change, but I have a problem now with a previous buyer, reselling the wigs she bought from me, that’s not a problem, but she is using my pictures, my listing info, to sell.  If she would have asked my permission, I would have still objected, but certainly not be upset with her.   One of my regular clients even bought a wig thinking it was me, until she noticed on the invoice it wasn’t my name.  She also charged $20 more and $12 for shipping when I ship free. 
I spend a great deal of time taking my pictures, because I sell wigs, most of my regular clients have health related hair loss, alopecia, lupus, chemotherapy.  I style the wigs usually showing what looks can be achieved by braiding, updos, adding hats, etc. It takes a lot of time to style change hairstyles for each picture, I take pride in the way my wigs are listed.  It bothers me that someone can copy my work and get by with it. 
Initially, I asked her to remove them, explained it was against eBays policies.  She told me someone at eBay told her it was ok! 
After she refused 2 requests I made to take them down, I spoke on 2 occasions with 2 different eBay employees about this and they said they would make sure the pictures would be removed.  That was 3 weeks ago. 
So I currently have these wigs listed and she has 7 of my wigs that I’m currently selling listed as well. She has received good feedback on 2 that she sold!

This is my first question to the public forum, does anyone have any ideas or suggestions on how I should move forward?  I am a Top Seller, integrity has been key to me because I too am a cancer survivor like many of my clients and I know how difficult it is to maintain a positive attitude when your hair is thinning and you are faced with major difficulties. I am so blessed to have the loyalty of my clients, and I don’t like reporting anyone, but it seems that eBay has not taken any action anyway.  Am I wrong, if not, how can I stop this, if eBay doesn’t comply by enforcing their own policy!
