We use to be able to buy an item and if you had a problem, you could contact the seller by telephone, did ebay remove that feature?

If you have a problem with a purchase, you should using eBay messaging for communication for your own protection so that everything is on file.

If you need to return an item or if you didn't receive an item, there are options to open a case next to the transaction in your Purchase History.

There used to be a link to 'Request contact information' of your trading partner. That was removed years ago.
