Unkown seller send item offer to me. I never have bussiness with that seller before but how that seller send offer to me? Also the seller used same item pictures from other different seller.
Therefore I reported this situation to eBay but eBay don't detail answer and explain to me. What can I do?

AFAIK ... sellers can send offers only to members who have put their listing on their Watchlist.
You can check your Communication Preferences and see if there are some permissions you want to remove.
Also, it's possible that one of the seller's item came up in a Search you did ... and you inadvertently touched a link that added that seller to some 'list'. [I do that a lot when checking items on my cell phone.]

eBay allows sellers to send offers to interested buyers under certain circumstances.
That happens if the buyer adds an item to the watch list, adds the item to a cart, or views the item more than once. If the buyer has not opted out of receiving such offers, and the buyer has not already received an offer from the seller, eBay allows the seller to send an offer. Note that the seller does not know the identity of the buyer; eBay just tells the seller that an offer can be made and eBay handles the details.
Receiving an offer from a seller does not require the buyer to do anything; you are not obligated in any way to purchase the item unless you actually want to accept the offer and then do so.
