Unable to list: fixed price format

I am receiving this red bar message when I try to post an item. I have lowered the price down to even $1 and I still cannot list items. Nothing I have is priced unreasonably, and I do not know what eBay is flagging to get this message.

"eBay is currently restricting certain products to fixed priced format due to concerns of inflated prices. Edit your listing to fixed price at a reasonable price. You are also required to immediately review and update all of your other listings that do not comply with these rules."

It started with bath and body works handsanitizer keychains- I changed the price from 4.99 to even $1 and it wont list. It also wont allow me to list any other items now.

Hand sanitizer was not allowed to be listed during the pandemic and may still be prohibited though I can't find the policy saying so. If you tried to relist it several times after eBay prevented you from doing so the first time, that might be the reason you're not allowed to list. But this is just a guess.
