What is a USPS Short Paid Fee?

My account shows " - $2.70  USPS Short Paid Fee" and I can't find information about this.

This sounds like a "Postage Due" situation. Did you get a message (or anything from eBay) from a buyer stating that they had to pay additional money in order to take possession of their package?

No, I received no message indicating the Buyer had to pay additional money to take possession of the package.

My records show that I shipped it via USPS Priority (I used a USPS Medium Size Box) for $13.75 

Hmm...I don't understand.

I thinking it is not worth futzzing about, but I'm the kind of person who likes to understand...
