If you have an ordinary padded envelope, you would ship regular Priority Mail.

You might be able to ship First Class Package if the pkg will weigh less than 16oz.

To ship Priority Mail flat rate, USPS requires that you use the appropriate flat rate envelope or box.

Re: USPS priority mail flat rate envelope vs USPS priority mail flat rate padded envelope

To purchase USPS Priority Flat Rate shipping, you must use the corresponding package as already advised.

The Priority Flat Rate Padded Mailer is cushioned and flexible and can hold merchandise. The Priority Flat Rate envelope is stiff cardboard designed to hold documents.

Non-flat rate or regional rate packaging must be shipped based on weight and size of package.

Just taking a quick look at your listings, your shoes and anything that can be broken or could leak should go in a box with appropriate cushioning.
