I shipped an antique plate with USPS Priority Mail in one of their Priority Mail Boxes. It was a new box, not used.
The box was smashed in the mail, or so the buyer says, and they shipped the box with its broken contents back to me for a full refund. Not their fault. Well, not mine either- but what do I do to get the Postal Service to pay? I did not buy shipping insurance - should have, as it turns out. Is there a way to file a claim? The lady at the post office said I had to do it online....

Priority Mail comes with free $100 insurance. However, since buyer shipped it back to you it voids any claim, although you can still try to make one on USPS.com, but if they want buyer to bring it in for inspection, you're out of luck.
Did buyer send you pictures to include with the claim?
Did the delivery person put a note on the box noting the damage?
Did the buyer open a Return Request through ebay and use the ebay supplied return label?
