USPS Buying a Label Issue

Hello everyone! I am running in a odd issue with buying labels with USPS. Though eBay, I am getting a error regarding payment cannot be charged. I have validated my bank account and PayPal information. Everything is correct. I have zero issues with UPS and FedEx. The issue is isolated to USPS. Any suggestions? I am beginning to wonder if this is a fault on eBays end.

When you use USPS for your shipping labels, you can pay from pending payouts or your Paypal account.  Which are you selecting?

I am so sorry for the delayed response. I have always used PayPal for my label transactions. I have also cleared browser cache and tried multiple browsers but the issue persists. I am tempted to contact PayPal about this before eBay.

On your PayPal Account Settings, what is set as your payment method for online purchases?  If a credit/debit card, is the expiration date ok?

On the same page, do you see Ebay Shipping in the list for Automatic Payments?
