Is it one charge and one credit? Or two separate charges?
Sometimes eBay charges a dollar when a new card is added to test the card; the charge should be credited back at some point, I believe.
If it is actually two charges, check the terms of your card; some cards charge $1 for certain types of transactions; such a card would not be a good card to use with eBay.
