Trying to list a common item but get incorrect message and can't list

I'm trying to list a Dorman 42009 spark plug non-fouler, ebay product ID   (ePID)

230508227. Hundreds have sold and are currently listed on eBay. I get this message:

This item can't be listed on eBay because it could be used to defeat, bypass or shut down the emissions controls in a motor vehicle. This includes tuners, regardless of functionality, or items described as "off-road" only or "racing only."

This is not correct. Why can I not list this?
