Tracking uploaded on time and validated

Serious question. Why should the seller get dinged if the postal employee that delivers our items doesn't do their job and scan the tracking numbers upon delivery? I think it's totally unfair to the seller. We can only be responsible for uploading the tracking information to eBay. I go a step beyond and send the tracking number to the buyer along with the day I personally take the package to the post office. I can't control what happens to the package once it leaves my hands, so why knock my rating down from 100% to 96.5% in the Tracking uploaded on time and validated section? Any insight appreciated. Thanks

Tracking uploaded on time and validated

When you take the package to the post office, you need to get an acceptance scan at that time. If you do not, you are at the mercy of the post office scanning (or not scanning) the package and you have no way to prove when you mailed it.
