I'm a pretty new seller (just crested 100 items sold), and I generally sell sports card w/ Ebay Standard Envelopes for shipping labels. Most items will track and post as 'delivered', but some will freeze in transit and still be listed as 'shipped' but not 'delivered' even after they've been delivered. At first I thought that things were getting lost in the mail, but then I got positive feedback on an item that, according to tracking, was still in transit. What is up with that? What is the point in paying for the Ebay Standard w/tracking if the tracking is unreliable?
Now, for the first time, I'm dealing with a customer that did not receive their order by the projected date. The tracking 'froze' 2 days after shipping and there is no way for me to tell where it is at. Super frustrating. In a case like this, what's the difference between a) issuing a refund, or b) having the customer report that the item has not arrived? Any help is greatly appreciated. Cheers & Happy selling!

@monsterbox_cards The tracking is not true tracking and is only read by the sorting equipment, some post offices don't seem to have the proper equipment or it just misses it's scan going through the equipment.
As for the refund. The buyer should file a not received case that you refund. And then you can file a insurance claim when it's 15 days after the date you printed the label.
Here's how:
Each eBay standard envelope shipment includes a $20 shipping protection plan on single item orders, and up to $50 on combined orders, to help in case of lost or damaged items.
If you believe your shipment was lost in shipping, you must wait 15 days after the shipping label is created to file a claim. You can reduce the amount of the claim if your shipment was only partially lost or damaged, however the claim amount cannot be more than the item’s sold price.
To file a claim, select the button below and add the following information to the form:
1. Tell us what happened - was your item damaged, or was your shipment lost?
2. Enter the claim information and your PayPal email address.
3. Enter the following additional information:
4. When finished, select File the claim.
Claims must be filed no later than 90 days from the date the shipping label was created.
