I think USPS gives up to 2 weeks or 30 days for pick up, after that, if not picked up, USPS will send it back to you.
What do you mean you don't get paid until it's delivered? Ebay pays the seller according to how the seller has their payment structure set up, ie daily, weekly, etc.
Also, eBay considers the package delivered once a pick up request or notice is left.
