I see that you are in the country of Georgia. An item can not ship internationally in three days. Since the seller does not ship internationally, I must assume you are having it shipped to a freight forwarder in the US. Once your item reaches the freight forwarder, you will no longer be covered by eBay's money back guarantee because of the middleman in the delivery.
However, it is too soon for concern. If latest delivery is Feb 7, then you can open a not-received request on Feb 8. If there is no tracking, you will be issued a refund.

It is too soon to file a Refund Request. You must wait until the estimated date of delivery has passed by at least 1 day. Wait a few days a try filing the Refund request again.
I checked the listing and it appears that the seller ships within 3 business days from date of sale. The item is probably in transit.

Not sure why you keep messaging the seller. If they ship in 3 business days, you must wait. The estimated date of arrival hasn't even passed yet. Be patient. Shipping is not instantaneous.

Also, the message you received about not bring covered by the money back guarantee could be an indication that you have done this before. There is a limit to refunds and only eBay knows what that limit is.

That’s what I thought. If it was because of the freight forwarder wouldn’t it say this item is not covered by the MBG? Ops message says “you are not covered by the MBG. Just curious. 😊
