Hi,  I have been using my account for many years, my registration country is u.s, my shipping address is u.s, and my payment linked to my account is PayPal (Georgia).

I am physically located in Georgia and us address in question is a freight forwarder.

I have > 20 purchases this year, the last successful one being 3 days ago. 

has anything changed in the ebay's policy toward Georgia?  or am I facing another issue?

Your registered address is in Georgia, not the U.S.

I just changed it to reflect my actual location, trying to find the root of the issue, added a different card,  updated all outdated addresses but the issue is still present

Interesting Update seems there is a rule-based limit,  I just bought from the same seller a different item,  to be more specific glas shocks (one for the car glass to stay up) but when I am trying to buy a Vaccum Air Pump for the same car,  from any seller, I get the error above..

Probably some idiotic algorithm decides that Jeep Wranglers, Vaccum pump is a top secret part which shouldn't leave the u.s
