The Refund Amount

Hi: 

I asked the seller to refund me, but they said they only received $250, though the full amount I paid and ask for is $271.56. So I believe I should get a full amount of $271.96. Please make sure the seller to refund me $271.96.

Also, The seller wouldn't confirm me their return address, I asked 3 times, the seller although said they would provide it, actually, they never provided me. Could you confirm me the shipping back address to this seller? I can't be back and forth repeatedly with the seller again and again. Thank you!

What is the reason for return?

Have you opened any official case through eBay, or, has it been just through messaging so far?

You don't need the seller's address.

The seller can only refund the amount s/he received.  It sounds like the difference of $21.96 is the sales tax, which would be refunded by ebay since they collected it and sent it to your state's revenue office.
