I am now finding out that the 'Business Equipment Purchase Protection Program' provides no protection to purchasers of equipment under $1000 — eBay provides no contact information, making it impossible to fill out their BEPP Reimbursement Request, because the buyer does not have access to the information that the form requests — the seller's full name, email address, and phone number.
If the vendor does not respond, has not sent the item, and has not even given shipping confirmation or a tracking number, the buyer has no clear path for recourse.
In other words, the BEPP is an eBay loophole for fraudulent vendors.

This is a very recent scam. eBay is working hard to eliminate the fraudulent listings. If you purchased an item in this category, contact customer service - they can help you get your refund.
