Substitute Form W-9 in the mail

I received a Substitute Form W-9 in the mail, it has my social on it which led me to believe it could be real.  I tried to call eBay to make sure the document did not come from A Scammer. Sadly when I tried to call eBay they gaslighted me and told me to go their help webpage.  I called eBay 4 different times.

Also on the document it says I need to email it to 

eBay Commerce Inc. 

Attn: eBay Tax Department

2145 Hamilton Avenue 

San Jose, CA 95125

Yes, that looks like the correct address for ebay.

You cannot call ebay.  They call you.
