If I purchase an item the seller accepts the money. Can they cancel the order without me ( the buyers) permission. Remember I pied the agreed on price and the seller accepted my money before the seller not me I still want what I ordered for the price I paid for, canceled my order. This feels close to stealing.

ebay cannot force a seller to ship, nor can ebay force a buyer to pay.  If the seller cancels the transaction and refunds your payment, what was the reason given?  The seller avoids a defect recorded on his account for selecting Buyer requested or Problem with buyer's address.  If s/he selected either reason instead of Out of stock, you can report the seller here:

1. Select The seller has violated one of eBay’s policies and click Continue.
2. On the next page, enter the seller's ID and select Other.
3. In the comment section, write "Seller cancelled order stating that.... in order to avoid a defect ".

Too many defects, and sellers can be restricted or suspended.
