So I've had two buyers not receive their items and I issued refunds on both. How do I recoup my losses on these items? The Standard Envelope insurance isn't for the buyer it seems. Also is there an unspoken "penalty" for filing claims?

I have never seen anyone post about being penalized for filing claims.
