Specific Shipping Methods for Hawaii

Hello,

Because I've encountered problems with shipping by USPS Ground Advantage to Hawaii, I would like to find out if it is possible to set up a shipping policy that will allow certain shipping options for all US states other than Hawaii, and then separately, offer USPS Priority to Hawaii. 

However, this doesn't seem possible. 

In my business policy (shipping policy) editor, I can exclude certain locations, but there seems to be no way to differentiate and allow specific methods for certain regions. So that's one approach that seems to be a no-go.


As another possibility, if I were able to add multiple shipping policies to each item listing, I could make it work--I could have one policy that allows Priority Shipping everywhere, and then another that allows standard options for everywhere except Hawaii, but this doesn't seem possible, either. (This would be a really useful and logical feature to add--I'm not sure why it's not already a thing.)

I see that I might be able to do something with rate tables, but I'm not really comfortable with guessing rates based on weights. If I go this route, I assume I'd have to do calculations for all domestic regions and shipping methods desired and then populate the rate tables--and then update them as rates change. Does anybody actually do this?  I think I'd much rather use calculated shipping. 

 

The problem is that USPS Ground to Hawaii for items over 1 pound goes by boat and can sometimes take 4 or more weeks to arrive. During this time, a customer (understandably) might ask for a refund, and in such cases, there wouldn't be much I could do. The likely scenario would be that I issue the refund, the customer gets their item a couple of weeks later, and I'm out for the huge shipping charge and whatever I paid for the item.

 

At this point, the only viable option I seemingly have is to simply exclude Hawaii all together, which would be a really sad ending to this story.
