I don't know how to complain to ebay, but their shortened response time on offers has cost me a sale. I was only gone overnight on a weekend, and missed an offer someone had sent me on Saturday. I responded back when I arrived home on Sunday, but by letting the offer expire, the buyer apparently decided against the purchase.
The 24 hour response time will hurt sales, it has already hurt mine. Does anyone know why they changed to this, and is there a place I can write to them to complain?

@farragold Many sellers are not happy about this but eBay is standing firm in their decision of the change that was made I think last year. The reason they changed it is so that buyers are not tied to an offer for so long and can move on to other items.
As a fellow seller I understand that this is frustrating. Many of the larger sellers work M-F and they were very vocal about this change.
