Shipping or shipped items

I been noticing sellers have been showing items shipped by ordering or printing labels thus keeping within the shipping requirements for EBay sellers. Then not actually getting items to shipping services for 5-7 days?? 
items are not shipped until they are delivered to shipper. Tired of waiting for out of country sellers to get there contractors together. Dint you think EBay needs to change how they calculate “shipped” to delivered to shipper instead of label printed???

Sellers have several metrics to meet
1) Tracking uploaded on time

2) The label scanned at the shipper on time

3) Item delivered on time.

So a seller can't defeat the required on-time scan by printing a label early.
