Shipping label refund

Hi all. I had to refund a buyer because I didn’t ship quickly enough. My question is will eBay refund the shipping label I paid for but didn’t actually ship the item?

USPS will refund you in about 3 weeks

Be sure to always ship within your stated handling time.
