Is it normal or right for a seller to charge a buyer$16.30 for shipping and then only buy $8.62 in shipping? Does eBay have anything to say about this?

If you purchased the item and agreed to the shipping, then yes, it's okay as long as the seller did not downgrade shipping. Advertising priority and then shipping ground advantage is not allowed. This is the only time eBay will 'have anything to say about this'. Please remember shipping is not just the postage, but is also the cost of the box, tape, printing, packing materials, trips to the post office, etc.
