I've never had a problem selling on ebay in the past until now. ebay would not send the payment to me saying that the buyer had to receive the item first and confirm it was not damaged and except it and another reason (possibility) was that my account was in some type of dispute and needed to be resolved before ebay would send me the purchased item funds. I've never had ebay hold funds like this before, I'm not in any type of dispute and thought I was being scammed by the buyer so I cancelled the transaction. I was scammed in a similar situation like this before on ebay ware a buyer purchased an item, said it was damaged, got his money back and never returned the item. Is this typical now of ebay to make us ship items before being paid?

The buyer does not have to receive the item before you are paid.
The proceeds from a sale typically become available to a seller within 2 days of confirming a buyer's payment for an item. Though, in some instances there will be a hold placed on those funds if various conditions exist.
