Separate handling fees for different shipping methods?

How do I do separate handling charges based on the shipping method?

I want the listing to have both Parcel Select and Priority Mail as shipping options.

I'd like to include a $3 handling charge for the Parcel Select option to cover insurance, which is not included.

And I want no handling charge on Priority Mail because insurance is built-in.

That is not possible - there is only a single handling charge that is applied to all shipping methods.
