Sent an item to a forwarding service

I sent the high bidder his item to the address he provided in the US. He contacted me a couple of weeks later stating he never received it. Then I found he actually resided in the Ukraine and googling the address and phone number for his delivery  I found it was actually a forwarding service.. he’s now requesting a refund for non delivery. I’ve informed eBay of all of this. Post Office tracking states it was delivered to an agent for final delivery. eBay is investigating but how can I be accountable if the package was delivered to the provided address?

@bridger02  well, upload the screenshot and tracking number onto the case if he opens one.

also, go to the USPS website and screenshot that they show package as 'delivered' and upload that too.

it's bc eBay's tracking hasn't caught up yet.

here is the link that shows third party freight forwarder address are NOT covered when an INR claim is presented>

@bridger02   as long as u shipped to the address provided u, which sounds like a freight forwarder, u r covered once the pkg is delivered to that address (freight frwdr). Delivered to agent is considered as 'delivered' as far as ebay is concerned. your buyer is either scamming you and if not, their gripe is with the freight forwarder they used.

here is the screenshot confirmation that ebay considers this type of scan the same as 'delivered'

Thank you! I appreciate your assistance. I’ve tried to explain to the buyer that the item was in fact delivered to the address he provided but he is still pressing for a refund.

Thanks for all your help, If he continues to press for a refund it looks like I have enough information to support my position.
