Seller won't respond to messages that item hasn't been received or even shipped.
Can't get thru to ebay for help with a refund.
How can I contact ebay and have them step in and help?

Go to your Purchase History and click on Order Details next to the item title to see if the latest estimated date of delivery has already passed.
IF/WHEN the latest estimated date of delivery has already passed by at least 1 day, you have up to 30 days past estimated date of delivery to file a Refund Request:
Go to your My Ebay page >> Purchase history
If the seller does not respond after 3 days, you can ask Ebay to step in to help you.

Tried those steps and the prompts you mention don't appear on screen.

Keeps sending me to page that says the item is on its way.
The item hasn't even shipped, and I think seller has no intention of sending it.

What is the estimated date of delivery, as shown in the Order Details in your Purchase History?

Latest estimated date is 12/16/21, it's now the 17th here.
I've tried contacting the seller at least 4 times this week and they won't acknowledge or respond to my messages or questions.
