Seller will not refund after I returned item

Seller is angry because I returned an item and won't refund $85 purchase price. I offered to pay for postage both ways. She opened a case, and eBay refunded shipping costs only and closed the case. I appealed 3 weeks ago to eBay but have not heard from them. Meanwhile seller says that there is nothing she can do. How to proceed?

Did you file for a return on Ebay or just returned the item to the seller?

What was the reason for the return?

I filed via eBay, just to let the seller know because she didn't normally accept returns. The item had a strong odor that was not disclosed. The seller was very angry...then she opened a case. For some reason and without explanation, eBay refunded me a small amount - cost of postage? I had sent the item back (paying for postage myself) and appealed eBay's decision. However, eBay did not get back to me. The seller is not responding after telling me that it's out of her hands. Now the case appears closed.  

I sent eBay an email with the case numbers and am awaiting response. I proposed refund of the cost of the item plus tax - not requesting my return postage.
