Not sure I'm following where "partswiner" is the buyer asking for money. It reads like "partswiner" is the seller asking for money here.
Aside from that, transactions outside of eBay are NOT permitted. If you are a buyer, then cancel the transaction. Certainly don't pay for it if you haven't already. If you paid for it through eBay you will have the protection of the Money Back Guarantee.
But this whole thing sounds bad.

Partswiner is the seller. I used buyer instead of seller incorrectly.
Partswiner sent me a message saying their item was not in good condition. Then they accidentally shipped it anyway and canceled the order giving me a full refund.
They then followed up with a message requesting the money through email.

Have you received the item? When you get refunded through eBay you can't repay through eBay. However I definitely wouldn't send payment if it hasn't arrived yet. You could refuse delivery or find a way you feel comfortable repaying once it arrives.

I would agree. You have the option of refusing it, or accepting then trying to figure out how to pay for it if the item is correct. You will have their physical address as well, if nothing else you could mail a payment if that works.
Mistakes happen of course, and with your reply it makes more sense. lol
But yeah, this is an odd situation to be in for sure.
