I just about to pay for the item,
After I won the bidding last night and seller removed item as I can’t pay .
I contacted the seller, she didn’t respond.
What can I do that? Is there any regulation to solve this problem?

If the item disappeared it was removed by eBay and not the seller. Count your blessings that it was caught before you paid.
