eBay claims they have a seller protection policy so why don’t they require a buyer that receives a damaged item to help the seller file a claim with the shipper, just asking!

Here is a link to Seller Protection.
It does not require the seller help the buyer to assist in filing a claim with the carrier for a damaged item, but a quicker refund would be forthcoming from the seller if the buyer assists with photos of the damaged item and packaging.

"It does not require the seller help the buyer to assist in filing a claim with the carrier for a damaged item"
just so I understand exactly what you wrote!
you are saying that since the buyer is in possession they must file the claim? if you are correct can you copy and paste the exact quote in your reply because I can't find that anywhere?

No. The seller files the claim. But since the buyer has the item, the buyer needs to send photos of the damaged item, the outer packaging, the inner packaging, the shipping label, to the seller. This helps the seller file the claim, but ebay does not require it as part of seller protection.
