Today I opened the box and before connecting to test, I turned the propeller by hand and found it was very very tight, I heard a squeaking sound inside and it looked like there were some small pieces broken inside, I stopped further testing because I was worried If I connect to my 12 V battery it will cause more damage to the motor. or may damage my battery, please send me a label or barcode for an exchange or refund.
I have sent over 10 messages to the seller but no reply.

It seems he thinks there are no consequences for selling junk quality stuff on eBay. If eBay office staff see this post, Please step in help me get exchange or refund with the seller.

The easiest way is to go to your Purchase history, locate the item. Click on RETURN THIS ITEM because it is Not as Described. You will need to click on MORE to see that option. The seller will need to provide a prepaid shipping label for its return. You print out the label, affix it to the box, and have the counter clerk scan the label. When tracking shows DELIVERED back to the seller, the seller needs to refund you within 2 days. If no refund, go back to the case and click Ask ebay to step in, to force the refund.
