Seller has not shipped

I purchased an item last Thursday.  The seller contacted me yesterday saying "the shipping label is not working and it will not let him ship it."   He said he would try again but yesterday was the last day to ship it.  Not really sure what that means.  Should i be concerned or did the seller just mess up the shipping?  Am i Liable to pay for shipping again if he did not ship it in a timely manner?

If the estimated date of delivery passes without receiving your order, file a Refund Request:

Go to your My Ebay page >> Purchase history

  •     Select “More actions” beside your item and then “I didn't receive it.”
  •     Click the box beside I want a refund.
  •     Select Send request.

If the seller does not respond after 3 business days, you can ask Ebay to step in to help you.

  •     Find the item in your Purchase History
  •     Select See request details
  •     Select “Ask eBay to step in.”

He messaged me and said he shipped but did not provide any shipping information.  Hoping for the best
