Seller canceling my order but has them listed as a BIN

Hi how can a seller cancel my order saying it's damaged or out of stock yet has the identical item listed for sale? I won about 8 items and paid. The seller canceled them but has the items for sale. Doesn't seem right? I got the items cheaper than the buy it now prices. The seller also reporter 3 items nonpayment and canceled those 3 items after 3 or 4 days of wining them. I was still bidding on their items and wanted to pay together. I told them that but it was too late. BTW this is jewerly from a CN seller. So now I have 3 unpaid strikes on my account too. I'm upset about canceling my order. It takes time to find, watch and bid on these items. Very disappointing. Thank you in advance for your help if you can tell me if it's ok what the seller is doing? Can I report the seller?

Thanks

It is NOT okay for sellers to cancel transactions when they do not get the price they want.  Sellers should start auctions at the minimum price they want if they only get one bid.  Your seller gave himself defects for cancelling for being out of stock/damaged.

You stated you were bidding on other items after you had already won 3 items.  Did you let your seller know you were waiting for other auctions to end before paying for all of them?  Sellers cannot cancel until Day 5 of not receiving payment, unless they are notified.

I would call Customer Service in the morning when they open regarding the 3 "Unpaid" items.
