You can make a Second Chance Offer to any non-winning bidder who hasn't opted out of receiving them. https://www.ebay.com/help/selling/listings/selling-auctions/making-second-chance-offers?id=4142&st=3... Note that the amount of the offer is set by eBay, at the highest SHOWING bid for that bidder on the Bid History (not at the bidder's hidden maximum or some other amount.

@prelovedtreasures4u Not if the listing has ended. You will need to relist at the agreed on price as a Buy It Now for the buyer to purchase.
Always start auctions at a price you'll be happy with if you get just ONE bid to avoid the 7.5% reserve price fee that is due the MOMENT you list the item even if it doesn't sell.
