This is the last time I'm buying from Ebay... User rgoablhti20 took ~$600 and was able to manipulate Ebay's system to falsely show the product was received, and now cannot be reached. Item was removed, and there's no option to select to work with Ebay to get money back. I thought eBay vetted the sellers... Everything looked legit. If any one from eBay reads this - you need to add an escrow option that hold money until item is verified in hands of the purchaser... The way this person was able to hit-and-run using your platform without recourse or action to resolved is unacceptable. For this reason - I'll buy my stuff from elsewhere.

That ID shows "Not a registered user" which means eBay closed their account, probably due to fraud and scams like you experienced. Bogus tracking is part of the scam.
You still have eBay Money Back Guarantee and eBay is aware of recent scams here, they will have to help you open a refund claim as you won't be able to on your own.
As eBay already removed the seller and the listing, that should speed up your refund.

As long as tracking indicates that the package was delivered, the seller has done their job.
What steps have you taken to locate the package? Contact the carrier (USPS, UPS, FedEx), give them the tracking number and have them investigate exactly where their carrier left the package.
Have you checked with your neighbors to see if the package was misdelivered to one of them?
Perhaps the package was stolen after delivery.

The tracking number they provided never showed as being delivered via any legit system UPS, USPS, etc. I use USPS Informed delivery, and on the day "their" tracking number says the package was delivered, the Informed delivery system never showed it. I have no clue how they were able to provide a bogus tracking number. Again, system has no protection against false deliveries.

Thanks for the suggestions... In this case, there was never an actual product that was delivered or mis-delivered. How convenient the seller is no longer available and has removed themselves from eBay (the next day). Now it's clear it was a scam...
