Return to sender without my permission

Package marked out for delivery, but no package with the other mail. Called PO, told they would contact the associate and get back, no other communication.

 

Five hours later, package marked delivered at location and picked up by an individual, but this is 3 hours after the PO closes to the public. 

I show up the next morning at location as they open, to discuss it, man who spoke with me the day before said he didn’t remember me, took my tracking info behind a wall, returned to window and told me he knows what happened to my book and that he needs my phone number so he can call me when he figures it out. No call, no package 48 hours after arrival 4 miles away from me. Is there a reason why an individual at a closed post office is allowed to accept my package and then return it to sender?

Essentially, he told me he has the $10 he owes me but he’ll call me later because he needs to figure out the $10 he owes me. 


New message saying I chose to return package to sender. I have not seen a package, have not received any calls nor any help. 

Can I report to OIG?
