I had to return an item and was provided a return shipping label from the seller. So far the item has not arrived back to the seller and they are refusing to refund the purchase price.
I have an email from eBay clearly stating that the person who purchased the shipping is responsible for whatever happens and confirms that I did not purchase the shipping but they still won’t help me with collecting the refund.
is there any advice for what I should do?

They won't force the seller to refund until the package is delivered, or until they really feel it is lost.
When was it shipped? What does the tracking show? Go to usps.com and request tracking updates by email or text. If it has been in the mail for more than a couple of weeks, enter a missing mail report.
Depending on how long the request has been open, I would ask customer to extend the case closure date.
