I want to report a purchase that wasn't delivered and the seller is unresponsive. I cannot get any support on this matter from ebay till now, I tried the return feature but that requires that I send the item back, but I actually did not receive it yet.
Now every time I try to contact ebay to step in I cannot get through to them to step in.
What should I do here?!

If you already filed a Return Request, you cannot file the Refund Request for an item not received.
If you processed your payment through Paypal, you can file an item not received dispute there:
https://www.paypal.com/disputes/
If that does not work, contact your credit card company/bank (depending on which one you used to fund your payment)
